As for brush, nope, not Photoshop.
I draw on SAI, so it doesn't has pre-formed shape brushes like Photoshop, it's more like traditional art in a way, watercolors, markers, etc.

SAI is a japanese illustration program.
It's really nice because it behaves more like a real pen than Photoshop, since Photoshop was originally made for photo manipulation rather than for illustration, so the brushes in PS are not quite like manga drawing pens etc. So as a result, japanese illustrators rushed for SAI as soon as it was created. X3

oohh...i tried the link....WAHH!!! the japanese writing doesnt open on my computer....i mean...it doesn't read it....it just have this weird symbol things~~XDDD
You don't have to use tablet, although it's best if you plan to draw digital also.
If it's just for coloring, you could just draw by hand and color on the computer after you scan. Well, some people do everything by mouse. Tabet is more handy though.
A lot of my art is actually drawn by hand, I'm better that way than drawing on the computer, but I prefer coloring digitally.
And yeah, no matter what you're using, and in traditional or digital, it always takes some time to adapt, unless it's very similar to something else you already use.
