I forgot to say, but warm water is best. The hotter is is, the best to get the tea & coffee to mark the paper better. But not too hot, or you can't put your hands in to mess around. XD;
You can also use the tea bag without tearing it, but you can do more stuff with the leaves out of it. Try both and see what you like.
You can try other things than coffee and tea, of course, but those are really fun to play with and get quick results.
Once you've scanned, you can edit your texture, remove parts you dislike, change color and all sorts of things.
I didn't much cover the "how to use it in the art" part because that depends a lot on each person, (and this tutorial is about how to make the textures and not the use in the artwork itself), but putting a layer with texture over your drawing and playing with the effects (multiply, overlay, etc.) + lowering the texture layer opacity until it suits what you want tends to be an easy way to add a texture quickly.
Results with be different with each pic, so go ctrl+u and play also with the color of your texture to suit your pic better. (Advice that works on SAI and Photoshop under PC, if you're using something else, uhm, do what you normally do to change color etc. XD; *lol* *isn't sure how to then* XD; )
The coffee etc. is great for giving stuff an "old paper" look too.

You can also mix-match techniques. Make a texture in a page, then airbrush/spray/etc. over some lace thingies around the borders for a shojo feel, and/or draw a sketch in pencil beforehand and then partially shade it with the coffe as you make the textures, and so on. (It doesn't has to be always submerged, you can wet the paper and play with the coffee/tea/etc on it as you please, using it to paint as well. )
It's a mess, but so much fun. XD XD *lol* It's best to have a nice large cookie sheet or cake pan and a peaceful corner of kitchen counter to play on. X3 X3

In fact, you can use many photos as textures as well. (When I see a tree with interesting bark, I run to snap a photo of it. 8D; )
